I think I found the cheapest prepaid phone online for $9.99 plus tax and with a Mr Rebate $7.00 rebate brings down the total to $2.99. Now that is cheap cheap. I did buy one as a gift and was even thinking about buying one for a backup phone.
If you aren’t part of Mr. Rebates. then you get an extra Mr Rebate $5 bonus sign up rebate bonus and this phone becomes FREE and you make $2.00.

And this is the phone I purchased. The Samsung M340 on sale for only $9.99 usually $29.99. It is a basic prepaid phone but looks very decent. Here is the screenshot of the phone and price.
